Annual Value (AV): The estimated gross annual rent of a property, excluding furniture and maintenance fees. It is determined on the basis of market rentals for similar properties.
HDB Flat: Housing and Development Board flats (HDB flats) are public housing and subsidized flats constructed by the board. They are affordable and can be easily purchased by the average Singaporean.
1. GST Voucher Scheme- Cash
It is a direct cash payout in August to lower-income individuals and families for their daily expenses or future savings.
Eligibility criteria
The following low-income individuals are eligible for a GST voucher cash.
Should be aged 21 years or above in 2024.
Should be a Singaporean citizen residing in Singapore.
Assessable income for the Assessment Year (AY) 2023 must not exceed $34,000.
Must not own more than one property.
If the annual value (AV) of your home is up to $21,000 as of 31 December 2023, then you’re eligible for $ 850.
Similarly, if the AV of your home lies between $21,000 and $25,000, then you’re eligible for $450.
The voucher is applicable only if the AV of your home does not exceed $25,000 as of 31 December 2023.

$850 for individuals with an AV of home up to $21,000. (revised to $20,000 in 2025)

Steps to Avail GST Voucher – Cash Benefits (2025)
Log in to GSTV e-services to check your status.
If you have already signed up for government payouts (e.g., 2024 GSTV), you will automatically receive your 2025 GSTV – Cash in August 2025.and no further action is needed.
If you have never signed up, register through GSTV e-services by June 20, 2026 to receive your 2025 GSTV – Cash.

PayNow-NRIC: Link your NRIC to PayNow with a participating bank for faster crediting.
Bank Account Crediting: If PayNow-NRIC is not linked, payment will be made to your previously used bank account.
GovCash: If no bank account is linked, the amount will be available through GovCash.

2. GST Voucher Scheme MediSave
This MediSave voucher is provided to people aged 65 years or above. It works as a top-up for MediSave accounts in August that beneficiaries can use to offset their medical bills and insurance premiums.
Eligibility Criteria
Should be aged 65 years or above in 2024.
Should be a Singaporean citizen residing in Singapore.
The AV of your home (as indicated on your NRIC) as of 31 December 2023 must not exceed $25,000.
Must not own more than one property.

Log in to GSTV e-services to check your status.
If you previously signed up, your CPF MediSave Account will be credited automatically from August 1, 2025.
No additional action is needed.
If you haven't signed up before, register on GSTV e-services by July 9, 2025, to receive the MediSave benefit from August 1, 2025.

3. GST Voucher U-save Rebates Scheme
This voucher aims to assist households in offsetting utility bills with rebates credited in January, April, July, and October directly to their utility accounts.
Eligibility criteria
Applicable only to Singaporean households living in HDB flats.
If the flat is partially let out or not let out at all, then at least one owner or occupier should be a Singaporean citizen and all owners and occupiers should not own or have interest in more than one property.
If the flat is fully rented out, then there must be at least one Singapore citizen tenant and all the tenants should not own or have any interest in more than one property.
Under Budget 2024 and the Assurance Package, the Singaporean HDB households will enjoy 2.5 times the usual amount of U-Save or up to $950 in the form of rebates in FY 2024.
(There are no changes in 2025 for this voucher.)
Steps to Avail GST Voucher – U-Save Benefits
U-Save rebates are automatically credited to eligible SP Services utility accounts.
No sign-up or manual action is required.
U-Save rebates will appear in your SP utilities bill and can be viewed via the SP app.

Rebates are credited quarterly in January, April, July, and October 2025.
Unused rebates will roll over to future bills.
4. GST Voucher Service & Conservancy Charges (S&CC) Rebate Scheme
This voucher reduces S&CC fees for lower and middle-income households by giving quarterly rebates in January, April, July, and October, easing their financial load for home maintenance.
Eligibility criteria:
Applicable only to Singaporean households living in HDB flats.
There must be at least one Singapore citizen flat owner or occupier.
They must not have or own any interest in any private property.
The flat owners must not have rented out the entire flat.
Households not meeting the above-mentioned criteria will not be eligible to receive rebates.
Eligible households qualify for rebates equivalent to 1.5 to 3.5 months of their S&CC fees.
A one-off additional 0.5-month rebate will be given in January 2025, as announced in Budget 2024.
In total, households can receive up to 4 months of S&CC rebates for the Financial Year 2024.
